LTASC was created as a single contract for a variety of NIH
organizations that need Administrative support. This provides
offices with a greater sense of stability as they only need a single
contract for a five-year period of performance.
LTASC was released as a "Small Business Set-Aside," meaning that
only companies under a certain profit threshold were eligible to
bid. NIH selected twenty-five businesses to serve as "prime"
contractors on LTASC. This broad field of companies ensures
that NIH has the best candidates from which to choose on a
particular Task Order.
This contract is a Task Order-based vehicle. When an office
determines that it needs administrative support or that the legacy
contract for their administrative support is about to expire, they
release a Task Order Request for Proposal. Each of the 25
small businesses has the opportunity to respond to that Task Order
with their candidates and their pricing. Candidates - many of
whom are already serving the office that has released a Task Order -
are then free to choose between the 25 companies.
LTASC is governed by the Service Contract Act, which clearly
outlines the minimum pay employees must receive according to their
job function. It also mandates that each company provide
specific hourly remuneration in Health and Welfare benefits to every employee under
the contract. SAI allows employees to
decide how they wish to spend that money, either for health
insurance premiums, for saving through the 401(k) plan, or for using
to purchase SmartBenefits to offset the cost of commuting on public
transportation. Other companies simply set that money aside
and use it to provide a standard benefit package. SAI believes
that our employees are the best judge of their own benefit
requirements, so we empower our employees to decide how they wish to
spend their health and welfare allocation.
